In certain PCs with Intel graphics adapters, Explorer will hang with error:

Hang type: Cross-thread

This is caused by a bad video driver.  Specifically Intel Driver 30.0.100.9921 (9/17/2021)

The solution is to remove HP Support Assistant as this is what applies it, and rollback the driver to the 27.x version.
